"Semi-furnished" means different things to different owners. For one it is wardrobes and a kitchen; for another it is wardrobes, a bed, a fridge and a washing machine. The label tells you little. The inventory list tells you everything.
Here is what each type usually includes, the real cost difference, and a simple way to decide.

Unfurnished flats
An unfurnished flat has the fixed fittings and nothing else: fans, lights, switches, the kitchen platform and sink, bathroom fittings. You bring everything you sleep on, sit on, cook with and store things in.
- Good: the lowest rent and deposit, your own furniture, nothing of the owner's to damage.
- Not so good: a large upfront spend, a week or two of deliveries, and moving all of it next time.
Semi-furnished flats
The most common type in Bangalore listings. Wardrobes, kitchen cabinets and geysers are almost always there. Beyond that it varies, so ask for the list before the visit.
- Good: you skip the expensive, hard-to-move items (wardrobes, cabinets) and add only a bed, a fridge and a washing machine.
- Not so good: "semi-furnished" can mean almost anything. Two listings with the same label can differ by ₹50,000 of furniture.
Fully furnished flats
Everything you need to live from day one: beds and mattresses, a sofa, a dining table, a fridge, a washing machine, often a TV, ACs and basic kitchen items.
- Good: move in with a suitcase. Ideal when you are new to the city or not sure how long you will stay.
- Not so good: the highest rent and deposit, and you are responsible for the owner's furniture and appliances. Repairs and "who broke the washing machine" become questions.
Insist on an inventory list
Every item, its brand and condition, signed by both of you and attached to the agreement. Photograph each one on move-in day. It is the only way to avoid deductions for things that were already old or broken.

Compare the total, not the rent. Here is a worked example for a 2BHK. The numbers are illustrative, not market data: plug in the real rents from the listings you are looking at.

Example numbers, with the same rent for all 3 years. Furniture you buy keeps some value when you move, which makes unfurnished even better for long stays.
The pattern holds for most rents: for about a year, furnished and semi-furnished cost roughly the same as buying your own. Over two or three years, unfurnished or semi-furnished wins clearly.

You plan to stay 2 years or more, you already own furniture, or you are moving as a family.
Choose semi-furnished if
